PRESS RELEASE: Horizon Health Services Awarded CCBHC Demonstration Designation by OMH and OASAS for Niagara County

Western New York: Horizon Health Services is proud to announce that we have been awarded a Certified Community Behavioral Health Clinic (CCBHC) demonstration designation by the offices of the New York State Office of Mental Health (OMH) and the Office of Addiction Services and Supports (OASAS) for Niagara County. This designation showcases our unwavering commitment to providing comprehensive behavioral health services to the community.

Governor’s Commitment to Expansion:
Governor Hochul has been a steadfast advocate for expanding mental health and addiction services across New York State. The Governor’s commitment to enhancing access to quality behavioral health care has been pivotal in supporting initiatives like the CCBHC program. This designation is a testament to the state’s dedication to improving mental health outcomes and ensuring that residents receive the care they need.

Impact in Niagara County:
Our Niagara County programs located in Niagara Falls and Lockport will greatly benefit from the robust existing CCBHC infrastructure, our 50 years of comprehensive behavioral health service provision, and our strong linkages across Niagara and Erie counties. In 2023, Horizon Health Services provided 101,376 substance use disorder (SUD) visits and more than 190,812 mental health (MH) visits to patients across the lifespan, with an average of 35 new individuals seen every day.

Our extensive array of SUD and opioid use disorder (OUD) treatments, along with the full SUD and MH continuum of care, uniquely positions us to transition individuals into recovery. Our continuum begins with prevention and includes withdrawal (detoxification) treatment; residential rehabilitative programs; medications for opiate use disorder (MOUD) and other addiction disorders; and various levels of individual, group, and family counseling services in outpatient settings.

Current and Future Services:
Our proposed CCBHC programs at Pine Ave and Lockport currently deliver the following services:

  1. Crisis Behavioral Health Services: Including prevention, emergency crisis intervention, and crisis stabilization.
  2. Screening, Assessment, and Diagnosis: Including risk assessment.
  3. Person-Centered and Family-Centered Treatment Planning
  4. Outpatient Mental Health and Substance Use Services
  5. Outpatient Clinic Primary Care Screening and Monitoring
  6. Peer Supports, Peer Counseling, and Family/Caregiver Supports
  7. Intensive Community-Based Mental Health Care for Members of the Armed Forces and Veterans

With this designation, Horizon will expand services to include targeted case management and psychiatric rehabilitation services for patients in Niagara County. Horizon will continue to work with community partners to expand access to populations in need.
