Erin E. DiGirolamo, C.P.A.
Chief Executive Officer Horizon Corporations
Erin DiGirolamo joined Horizon Corporations in 2006 and serves as the organization’s Chief Executive Officer. She came to Horizon after 16 years in Ernst & Young’s Healthcare Consulting Division where she conducted turnaround projects. Her experience serves her well, as Erin’s responsibilities at Horizon include both optimizing operational efficiencies and ensuring financial stability. In her role, Erin is responsible for the strategic and operational aspects of the organization’s financial planning, management, and development. She leads many operational change initiatives across all service lines and especially loves leading the marketing team.
As a “status quo” challenger, she is frequently asked to participate in statewide committees related to major change initiatives, including:
- Medicaid Rate Reform
- NYS Value Based Payment Reform
- DSRIP financial committees.
Erin was a 2007 recipient of Business First’s “Forty Under 40″ award and the 2008 “CFO of the Year” awardee. She was a proud member of the Leadership Buffalo class of 2008. Erin received a B.S. Degree in Accounting from St. Bonaventure University, and a secondary concentration in Pharmacy from West Virginia University. She is a resident of Orchard Park and mom to two busy children. Erin is currently a board member of Hospice & Palliative Care of Buffalo.
Brandy Vandermark-Murray LMHC, CASAC
President
Brandy Vandermark-Murray is the President of Horizon Corporations in Buffalo, NY. She previously served as Senior Vice President of Operations at Horizon Corporations, where she had executive oversight of operations for all behavioral health programs. She has 20 years of clinical experience as a Licensed Mental Health Counselor (LMHC) and Certified Alcohol and Substance Abuse Counselor (CASAC) and has been instrumental in implementing integrated care throughout the organization.
Over the past 10 years, she has held various operational leadership roles within Horizon and played a critical role in expanding substance abuse services across Western New York. Her successes include the restructuring and expanding the only community-based detox program in Erie County, as well as developing and opening young adult and women’s intensive residential programs that were both the first residential programs in NYS to enter the new 820 regulations, allowing for more intensive clinical services to be offered in residential substance use programs. Brandy is committed to her work and passionate about providing quality behavioral health treatment to all community members in conjunction with providing a quality and supportive work environment for those in the field.
Outside of Horizon, Brandy has served as an adjunct professor at Canisius University in Buffalo, NY. She teaches in the Graduate School of Mental Health Counseling, focusing on areas of substance use and the impact the opioid epidemic has had on communities and the behavioral health field. Brandy is an alumna of Canisius College with a bachelor’s degree in Political Science and graduate degree in Mental Health Counseling.
In recognition of her outstanding contribution to the field of substance use, Brandy has been awarded the ASAP Eileen Pencer Women’s Leadership Award. She has been instrumental in developing women’s specific programming for Horizon, including the expansion of training in perinatal mental health treatment and collaboration with location medical providers for early intervention.
She is a strong advocate for the behavioral health workforce and for patient quality of care. Brandy is the Region 2 Board member for the National Council for Wellbeing and on the Executive Board for InUnity (formerly ASAP and the Coalition for Behavioral Health). She is an active member of the Therapeutic Community Association of NYS.
Brandy is actively involved in her community in Western New York. She is a graduate of Leadership Buffalo Class of 2022 and currently serves on various community boards.
Brandy lives in Snyder, NY, with her husband, two children and golden retriever, Lilly.
Michelle Curto
Vice President, Administrative Operations
Michelle Curto began her career 34 years ago as a counselor in Horizon’s day treatment program. Over the years, she worked in various clinical and managerial positions after returning to school for certification as an addiction counselor. Today, Michelle is responsible for administrative and managerial oversight across the entire corporation.
She oversees secretarial support services, administrative operations at 17 clinics, the supervision of admissions and referrals, and the development and implementation of the Vocational Program and Health Home. Michelle also oversees Horizon’s collaboration with the drug courts and is the leader in healthcare reform, Delivery System Reform (DSRIP), Electronic Medical Record upgrades, and operational change management.
Michelle graduated from Erie Community College with a degree in Occupational Therapy before graduating Cum Laude with a BS in Social Sciences from SUNY at Buffalo. She is also a graduate of the Canisius Center for Entrepreneurship Key Managers Program and various classes offered by the University at Buffalo’s Institute for Administrative Management.
Jacob Haacker
Chief Information Officer; Security Officer
Jake Haacker is responsible for developing and executing information technology strategies for Horizon Corporations, including the Electronic Health Record (EHR), reporting analytics, network security, and IT support. He oversees the IT Infrastructure Team, Help Desk, Cyber Security, and Business Intelligence departments.
Under Jake’s leadership, Horizon has transformed its technology infrastructure to improve business operations, reduce operational costs, enhance patient care, and streamline analytic reporting to achieve interoperability.
Before joining Horizon, Jake worked as a consultant for over a decade, implementing technology projects and improving business processes in companies across New York State. He is a graduate of the University of Buffalo’s School of Management with a concentration in Management Information Systems.
Amelia Hakes, CPA
Vice President of Finance
Amelia began her career in the field of public accounting after graduating from SUNY Buffalo with bachelor’s and master’s degrees in accounting. She joined Horizon in 2013 as a senior accountant and held various positions within the finance team before being appointed VP of Finance in 2022. Amelia feels at home at Horizon because of the shared embodiment of the company mission evident across the organization: Together for Recovery. Changing Lives. Saving Lives.
In her role, Amelia is responsible for overall financial operations, including monthly reporting, companywide payroll, retirement plan administration, and overseeing financial audits. She is passionate about employee engagement and strives to create programs and processes that benefit employees and patients alike and better Horizon as a whole.
Amelia is a lifelong resident of Western New York and a diehard Bills fan. She currently resides in Orchard Park with her husband and two young boys.
Brenda John-Banach, LMSW, CASAC
Vice President, Quality Operations and Chief Compliance Officer
Brenda John-Banach is responsible for executive oversight of Horizon’s Continuous Quality Improvement Department. She is responsible for Horizon’s quality assurance, quality improvement, and corporate compliance activities.
As a member of the executive strategic planning team, she participates in Horizon’s strategic initiatives, playing a vital role in developing and expanding programs across all outpatient clinics.
Brenda began her career at Horizon in 1988, providing individual and group therapy in one of Horizon’s Continuing Day Treatment programs. She has held mental health, substance use, vocational, and medical-psychiatric positions in the interim.
Brenda received her BA in Psychology from SUNY College at Buffalo and a master’s degree in social work from SUNY at Buffalo. She is a Licensed Master Social Worker (LMSW) and NYS Credentialed Alcoholism and Substance Abuse Counselor (CASAC). Brenda serves on the Independent Health Clinical Advisory Group and the Mental Health Subcommittee of the Erie County Department of Mental Health. She is a former board member of the WNY Chemical Dependency Consortium.
Megan Landreth, Esq.
Chief Legal Counsel and Government Relations Director
Megan Landreth is the lead attorney in Horizon’s in-house legal department. As a key confidant and advisor to Horizon’s senior management team, Megan’s legal practice covers many areas, including:
- Business law, such as formation, development, and affiliations and not-for-profit law matters
- Healthcare and behavioral healthcare law
- Corporate compliance
- Employment law and human resource matters
- Contract negotiation
- Board governance
- Claims management
- Liability Insurances
- Real property transactions and financing arrangements
Bond-secured mortgage transactions with NYS Dormitory Authority
As Government Relations Director, Megan regularly meets with advocacy coalitions and local legislators regarding laws, policies, and regulations related to behavioral healthcare.
Megan received her undergraduate degree from the University of Buffalo and her Juris Doctorate from the University of Pittsburgh. Megan practiced law in Pittsburgh and Nashville before joining Horizon in 2015. She is an active volunteer in her children’s school district and at the University of Buffalo School of Law.
Veronica A. Meldrum, MS, SPHR, SHRM-CSP
Vice President, Employee Services
Veronica Meldrum creates and implements HR strategies aligned with Horizon Corporations’ business strategy focusing on HR compliance in talent recruitment, workforce development and retention, compensation and benefits, and employee engagement.
Veronica has spent her career in the healthcare field, holding positions on both the provider and payer sides of the industry. Before joining Horizon’s Employee Services team in 2015, she served as a Board Member and worked in Operations for five years. She worked in managed care, contributing to various functions, including operations, product development, sales, and marketing.
Veronica holds a Master of Science degree from the University at Buffalo. She is a certified Senior Professional in Human Resources (SPHR), a Society for Human Resource Management Senior Certified Professional (SHRM-SCP), and a retired Certified Rehabilitation Counselor (CRC) and Certified Alcoholism Substance Abuse Counselor (CASAC).
Joseph V. Mure, MD, FASAM, FAAFP
Chief Medical Officer
Dr. Mure was appointed Chief Medical Officer of Horizon Corporations in January of 2024. Dr. Mure joined the Horizon team in 2018 and has been a leader in the healthcare industry for over 17 years. His focus on the importance of treating the whole patient aligns with Horizon’s treatment philosophy.
“My commitment to medical innovation and patient care has always been top of mind,” Dr. Mure said, “I’ve always thought that the best care for patients with psychiatric and substance use disorders include both clinical and medical care. I am eager to continue driving forward the life-changing treatment Horizon provides to our patients and bring significant impact to those who struggle with mental health and substance use disorders.”
In recognition of his outstanding contribution to the medical field, Dr. Mure has been awarded a Top Doc by Buffalo Spree Publishing for the last 3 years and was honored as an Excellence in Healthcare Professional through Buffalo Business First. Dr. Mure is board certified in both Addiction Medicine and Family Medicine and is a Fellow of both The American Society of Addiction Medicine and The American Academy of Family Physicians.
Given the role of Chief Medical Officer, Dr. Mure will extend his responsibilities by providing cross oversight of Horizon’s medical programs to enhance the delivery of integrated care into our community. He will provide valuable insight of new healthcare regulations and best practices while keeping exceptional quality care and ensuring patients are receiving the highest standard of medical care with their treatment team.
John Ruffolo
Chief Financial Officer
John started his career as a reimbursement analyst in the healthcare field and held accounting positions in manufacturing and distribution before joining Horizon as Controller in 2005. He was named Corporate Director of Finance for Horizon in 2011, moved into VP of Finance in 2021, and was appointed to the position of Chief Financial Officer in 2022.
As Chief Financial Officer, John is responsible for directing the preparation of financial reports, including income statements, balance sheets, reports to shareholders, tax returns, and reports for government regulatory agencies. He also oversees budget preparation, audit functions, and projects company prospects for future growth opportunities.
John is a graduate of Niagara University, where he received his Bachelor of Business Administration in Accounting. He is a member of the Niagara University Athletics Hall of Fame.
Judy Tejada, LMHC, CASAC
Vice President of Clinical Operations
Judy Tejada began working at Horizon Corporations in 2006. In her current role, Judy oversees clinical programming for Horizon Health Services and Horizon Village, as well as the growth and development of all clinicians. As the head of the Clinical Services Department, she oversees Horizon University, which provides in-house clinical and non-clinical training for the corporation. Judy is also a co-facilitator of Horizon’s Leadership Training.
Before working with Horizon, Judy worked in college student personnel administration. She has a bachelor’s degree in Political Science from The College of Wooster, a Master’s degree in College Student Personnel Administration from Ohio State University, and a Master’s degree in Counselor Education from Canisius College. Judy is a Licensed Mental Health Counselor (LMHC) and a Certified Alcohol and Substance Abuse Counselor (CASAC).
Donald J. Will
Vice President of Infrastructure and Resource Management
Since 2003, Don J. Will has developed and implemented strategic and operational plans for Horizon’s Construction and Property Management Departments. He is responsible for project management, administration, oversight, cost estimating, contract negotiation, financial operations of construction, renovation, property management, and facility development.
Don began working at Horizon in 1983 as a Transportation Coordinator and Director of Corporate Support Services. During his time as the executive director of Horizon Initiatives, Inc., Don focused on strategic operations, work training programs, and creating services for houseless individuals who were managing chemical dependency disabilities. Recognition from the State Office of Vocational and Educational Services for Individuals with Disabilities followed this effort.
Don attended Buffalo State College for Business Administration, is a Licensed General Contractor, and is a member of the University Community Initiative, Construction Exchange of Buffalo & WNY, and Clean Cities Committee of Western New York. In addition, Don works with NYSERDA and the NYS Power Authority to develop energy efficiencies to reduce building operational costs.
